Maqedonis\u00eb s\u00eb Veriut n\u00ebn menaxhim t\u00eb decentralizuar me dhe pa kontroll ex-ante (paraprak) nga Komisioni harmonizuar, me Marr\u00ebveshjen Korniz\u00eb nd\u00ebrmjet Republik\u00ebs s\u00eb Maqedonis\u00eb dhe Komisionit t\u00eb Komuniteteve Evropiane, mbi rregullat e bashk\u00ebpunimit n\u00eb lidhje me ndihm\u00ebn financiare t\u00eb KE-s\u00eb, p\u00ebr Republik\u00ebn e Maqedonis\u00eb, n\u00eb kuad\u00ebr t\u00eb zbatimit t\u00eb ndihm\u00ebs n\u00eb kuad\u00ebr t\u00eb Instrumentit p\u00ebr sipas komponentit V (IPARD) t\u00eb Instrumentit p\u00ebr Ndihm\u00eb Para Aderimit (Marr\u00ebveshja sektoriale).<\/p>\n<p>Autoriteti i Auditimit, n\u00eb kuad\u00ebr t\u00eb Entit Shtet\u00ebror t\u00eb Auditimit (ESSH), ka funksionuar n\u00eb m\u00ebnyr\u00eb t\u00eb pavarur nga pjes\u00ebt organizative t\u00eb ESHA-s\u00eb, n\u00eb periudh\u00ebn nga viti 2007 deri n\u00eb vitin 2011, dhe bashk\u00ebpunimi me Entin Shtet\u00ebror t\u00eb Auditimit \u00ebsht\u00eb realizuar sipas Memorandumit t\u00eb bashk\u00ebpunimit t\u00eb n\u00ebnshkruar n\u00eb gusht t\u00eb vitit 2007.<\/p>\n<p>N\u00eb mars 2008 Komisioni Evropian miratoi Projektin \u201cNdihm\u00eb Teknike p\u00ebr Ngritjen e Kapaciteteve p\u00ebr Autoritetin e Auditimit\u201d. Projekti \u00ebsht\u00eb implementuar n\u00eb periudh\u00ebn Prill 2008 - Mars 2009 nga Kompania Crown Agents \u2013 Mbret\u00ebria e Bashkuar. Objektivi global i projektit ishte ofrimi i asistenc\u00ebs teknike p\u00ebr Autoritetin e Auditimit n\u00eb ngritjen dhe forcimin e kapaciteteve t\u00eb tij n\u00eb p\u00ebrputhje me k\u00ebrkesat e rregulloreve t\u00eb IPA-s.<\/p>\n<p>Republik\u00ebs s\u00eb Maqedonis\u00eb i \u00ebsht\u00eb dh\u00ebn\u00eb e drejta, p\u00ebr t\u00eb menaxhuar fondet e ndihm\u00ebs s\u00eb para aderimit n\u00eb m\u00ebnyr\u00eb t\u00eb decentralizuar n\u00eb vitin 2009 dhe 2010 t\u00eb financuara nga BE-ja, nga programi IPA 2012.<\/p>\n<p>N\u00eb periudh\u00ebn 2007-2010 Autoriteti i Auditimit ka forcuar kapacitetet e tij duke pun\u00ebsuar 18 persona dhe 5 persona t\u00eb caktuar nga Enti Shtet\u00ebror i Auditimit.<\/p>\n<p>Pas rekomandimeve t\u00eb Komisionit Evropian p\u00ebr sigurimin e pavar\u00ebsis\u00eb funksionale t\u00eb Autoritetit t\u00eb Auditimit, n\u00eb maj t\u00eb vitit 2010 u miratua nj\u00eb ligj i ve\u00e7ant\u00eb p\u00ebr auditimin e Instrumentit t\u00eb Ndihm\u00ebs Para Aderimit (IPA), (\u201cGazeta Zyrtare\u201d e RM nr. 66\/2010), i cili rregullon l\u00ebnd\u00ebn e auditimit, organizimin dhe kompetencat e Autoritetit t\u00eb Auditimit, dhe m\u00ebnyr\u00ebn e kryerjes s\u00eb auditimit t\u00eb instrumentit p\u00ebr ndihm\u00eb para aderimit n\u00eb RM.<\/p>\n<p>N\u00eb qershor t\u00eb vitit 2011, Autoriteti i Auditimit t\u00eb Instrumentit p\u00ebr Ndihm\u00eb Para Aderimit, n\u00eb Republik\u00ebn e Maqedonis\u00eb \u00ebsht\u00eb regjistruar n\u00eb Regjistrin Qendror t\u00eb Republik\u00ebs s\u00eb Maqedonis\u00eb si person juridik i pavarur.<\/p>\n<p>Pas themelimit t\u00eb Autoritetit t\u00eb Auditimit, si person juridik individual, t\u00eb 28 punonj\u00ebsit u transferuan nga Enti Shtet\u00ebror i Auditimit n\u00eb subjektin e ri juridik - Autoriteti i Auditimit p\u00ebr auditimin e Instrumentit t\u00eb Ndihm\u00ebs s\u00eb Para Aderimit, duke siguruar k\u00ebshtu vazhdim\u00ebsin\u00eb e auditimit t\u00eb IPA-s.<\/p>\n<p>N\u00eb periudh\u00ebn qershor 2013 - korrik 2014, projekti p\u00ebr ndihm\u00eb teknike p\u00ebr Autoritetin e Auditimit \u00ebsht\u00eb zbatuar nga ekspert\u00eb t\u00eb angazhuar nga DFC, Spanj\u00eb, financuar nga BE-ja.<\/p>\n<p>N\u00eb periudh\u00ebn maj 2016 - shtator 2017, \u00ebsht\u00eb realizuar kontrata e binjak\u00ebzimit (Twining), p\u00ebr zhvillimin dhe forcimin e m\u00ebtejsh\u00ebm t\u00eb kapaciteteve organizative, administrative dhe teknike t\u00eb Autoritetit t\u00eb Auditimit me partner\u00eb nga shtetet an\u00ebtare - Sh\u00ebrbimi Qendror i Auditimit t\u00eb Ministris\u00eb s\u00eb Financave t\u00eb Holand\u00ebs, dhe Autoriteti i Auditimit i Republik\u00ebs s\u00eb Kroacis\u00eb, financuar nga BE-ja n\u00eb kuad\u00ebr t\u00eb programit IPA 2012.<\/p>\n<p>Mandati dhe kompetencat e Autoritetit t\u00eb Auditimit, konsistojn\u00eb n\u00eb kryerjen e nj\u00eb auditimi t\u00eb programeve t\u00eb financuara nga BE-ja n\u00ebn menaxhim indirekt nga struktura administrative IPA, e krijuar n\u00eb institucionet nacionale.<\/p>\n<p>Q\u00ebllimi i auditimeve, \u00ebsht\u00eb nxjerrja e raporteve dhe opinioneve p\u00ebr programe mbi besueshm\u00ebrin\u00eb e raporteve financiare vjetore, ose pasqyrave\/llogarive vjetore, dhe p\u00ebr ligjshm\u00ebrin\u00eb dhe rregullsin\u00eb e shpenzimeve dhe funksionimin e sistemit t\u00eb menaxhimit dhe kontrollit, n\u00eb lidhje me zbatimin e ndihm\u00ebs s\u00eb para aderimit t\u00eb Bashkimit Evropian n\u00eb Republik\u00ebn e Maqedonis\u00eb s\u00eb Veriut, n\u00ebn menaxhim indirekt me dhe pa kontroll ex-ante (paraprak) nga Komisioni Evropian.<\/p>\n<p>Raportet vjetore t\u00eb aktivitetit t\u00eb auditimit dhe opinionet vjetore, p\u00ebr programe dor\u00ebzohen nga Autoriteti i Auditimit n\u00eb Drejtorin\u00eb e P\u00ebrgjithshme t\u00eb KE-s\u00eb, dhe Qeverin\u00eb s\u00eb RMV-s\u00eb.<\/p>\n<p>Autoriteti i Auditimit kryen auditimin e IPA-s, n\u00eb p\u00ebrputhje me standardet e auditimit t\u00eb pranuara nd\u00ebrkomb\u00ebtarisht t\u00eb INTOSAI (ISSAI), dhe Udh\u00ebzimet nga Drejtorit\u00eb e P\u00ebrgjithshme p\u00ebrkat\u00ebse t\u00eb KE-s\u00eb.<\/p>\n<p>Sipas ligjit, auditimi i veprimtaris\u00eb s\u00eb Autoritetit t\u00eb Auditimit, kryhet nga nj\u00eb shoq\u00ebri auditimi, Komisioni Evropian dhe Gjykata Evropiane e Audituesve.
