A workshop on Financial Audit was held from September 30 to October 2, 2014 at the Center for Financial Promotion (CEF), Ljubljana, Slovenia. This workshop, organized by CEF, Ljubljana was visited by two auditors from the IPA Audit Body of the Republic of Macedonia together with 26 other participants from 13 other countries: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Georgia, Kosovo, Moldova, Montenegro, Mongolia, Slovakia, Slovenia, Turkey and Ukraine. Topics covered in the workshop: risk analysis, including risk of fraud; financial system and internal control; audit approach; audit techniques, including statistical sample; audit report and expression of opinion; follow-up of audit findings, focusing on practical experiences and concrete examples from practice, and considerable time devoted to discussions. The training was conducted by experts from the Ministry of Finance of the Netherlands as well as two experts from Slovenia. Lecturers: Shams Arya and Corin Ansing-Ruisbroek, Ministry of Finance of the Netherlands and Zdenka Vidovic and Metka Sedej, experts from Slovenia.

Seminar on Training for ensuring confidentiality and protection of personal data processing, was held on September 15, 2014 at the premises of the Capital Academy in Skopje. The training was attended by the person responsible for personal data protection in the Audit Body. Seminar topics: Protection of personal data, implementation of the Law on Personal Data Protection, technical and organizational measures to ensure confidentiality and protection of personal data processing. Lecturers: Igor Kuzevski and Mariana Popovska from the Directorate for Personal Data Protection.

EVENTS AND TECHNICAL CONCLUSION, BUDAPEST, AUGUST 2014

The final technical event for the seminars on "Public Procurement Control in order to strengthen the capacity of ex-ante and integrated controls for the detection and elimination of possible cases of irregularities and fraud", organized in the framework of the European Union Program - Hercules II 2007 - 2013, took place in the period 27-29 August 2014 at Hotel Zara Continental in Budapest. The event was attended by an IPA auditor from the Audit Body, as well as representatives from the National Fund Sector, the Sector for Central Financing and Contracting within the Ministry of Finance and the Secretariat for European Affairs of the Republic of Macedonia. The purpose of the activity was to summarize the experiences gained from the past seminars held in July 2014. Representatives of the countries participating in the seminars Macedonia, Serbia, Bosnia and Herzegovina, Kosovo, Albania and Turkey participated with their presentations on "What can be implemented based on the experience of previous seminars." In addition, a workshop was organized entitled "How to establish the system in the period after EU accession based on previously held seminars." In addition, by a public procurement expert within The Office of the Prime Minister of Hungary presented the difficulties encountered in aligning Hungarian legislation with the EU in terms of public procurement. Experiences from the control of public procurement by the European Commission were presented by an auditor from the European Commission - DG REGIO.

WORKSHOP (Implementation of the new IPA Audit Manual) SKOPJE, MAY 2014

Workshop for implementation of the new IPA Audit Manual version 2 - training for the Audit Body (RT) within the project "Technical Assistance to the Audit Body" FWC beneficiaries 2009 - Lot 11, EUROPE AID / 127054 / C / SER / MULTI. The training for the Audit Body "Application of the IPA Audit Manual, documentation of audit findings and conclusions and final audit" was held from 26 to 28 May 2014 in Hotel TCC Plaza in Skopje. The aim of the training was for the RT employees to gain theoretical knowledge and practical understanding of: - the application of IPA Audit Manual, version 2, Part I - Joint Edition, Part II - Special Edition for IPA Components I-IV and Part III - Special Edition for IPA Component V, under IPA Regulation, Internationally Accepted Auditing Standards and EC Guidelines the concepts of annual planning and reporting within the entire audit cycle, - all aspects of planning, conducting the audit and reporting on the results of the systematic audit, audit of operations and final audits (and auditing of IPARD accounts), and - ability to independently write audit findings and recommendations. The training was a combination of both general audit theories in various IPA components and practical examples of detailed technical skills for various aspects of auditing. It was intended for the staff of the Audit Body (the training was attended by a representative of the EU Delegation in Skopje).
